Montreal simply because it is in the province of Quebec, which its dominant language is French. So if you're looking to improve your English, DO NOT go there. Also, i would probably avoid Vancouver; the reason for that is, the number one business going on there is organized crime. I love Toronto, Calgary and Victoria, that should be enough.
